Spain’s New Electric Scooter Rules

Electric scooters are now regulated in Spain DGT enforces new laws to increase road safety for drivers, cyclists, and pedestrians.  Here is a list of new rules that you must follow if you own an electronic scooter.  The penalties for violating the rules are heavy fines or scooter confiscation.

Registration of Nationals Mandatory

Now, every privately owned eScooter is required to be registered. with the DGT. You must have a certificate of circulation (digital, or physical), which proves that your vehicle complies with technical safety standards. After registering your scooter with DGT, it must also display a visible identification plate or sticker issued by the manufacturer.

If you bought your scooter before January 20, 2024 You can register a non-certified model temporarily. These models, however, will be banned from Spanish roadways after January 20, 2027.

Insurance for E Scooters

Third-party insurance is mandatory for all electric scooters.  Policies typically range from €20 to €90 per year. Riding without insurance can result in fines between €200 and €800, and the police have the authority to impound the scooter on the spot.

Helmets, helmet age limits and helmets

In Spain, the use of a helmet that has been certified is now required. At night or when visibility is low, riders must wear a tabard or reflective vest. Also, front and rear lighting is required. Electric scooter riders are required to be 16 years or older.

Ride on roads only

Now it is illegal to ride an e-scooter on the pavement or in pedestrian areas. Where possible, cyclists should ride in bike lanes. Otherwise, escooters are to be driven in the same traffic direction. E-scooters cannot be used on motorways, dual carriageways or tunnels.

No Alcohol Or Headphones

The same alcohol limits apply to e-scooter users as they do to motorists. This limits the alcohol in breathalysers to 0.15 milligrams per litre.  Using headphones or mobile phones while riding is prohibited and carries a €200 fine.

Electric scooters may only be certified for a single person. It is illegal to transport a passenger.
