David Lucas, Secretary of State for Housing & Urban Agenda in Spain, has stated that a PLAN for building 2.4 million new houses in Spain has identified 1 069 urban areas to be developed.
490,000 properties are ‘available’ for ‘immediate’ construction on consolidated urban land, said Lucas.
Lucas spoke to the crowd at the beginning of the construction show. Rebuild 2026, which will take place in Madrid on Tuesday.

He stated that nearly 250,000 homes are on land with active urban development, which shows ‘that there is land, there is planning, there is capacity and there are companies willing to lead this process’.
The minister stated that good coordination and optimal resource use are necessary to address the lack of housing.
Lucas also emphasised initiatives from the Ministry to encourage the construction of affordable housing including the upcoming approval of the State Housing Plan 2026-2030, the new sovereign wealth fund España Crece, and loans to developers.
Alvaro Gonzalez, from the Madrid City Council, said that the capital is currently experiencing an expansion phase where the developments begun in recent years must culminate at the end of the city’s expansion.

He said this is not a bad scenario, but it will encourage the council find new ways of boosting growth. This includes making housing as available as soon as possible via industrialised construction and collaborations between public and private sectors.
Jorge Rodrigo highlighted the importance Vive Plan as it has created 5211 affordable rental homes.
Rodrigo said that another 3,000 houses are close to completion.
