As part of the “reset of relations” following Brexit, the European Union is considering whether or not the United Kingdom can contribute financially to its budget. The discussions are a follow-up to a May 2025 summit between UK Prime Minister Keir starmer and European Commission president Ursula von der Leyen. Both leaders agreed to intensify cooperation on a number of issues.

The reset deal Included in the agreement were agreements on food standards and the EU’s mechanism for adjusting the carbon border. The UK was also re-admitted to the Erasmus student exchange program. The agreement also laid out plans for a youth-mobility scheme that would allow young people to travel, study or work across EU countries.

Financial Contributions are being considered

Non-Members access to the Internal Market

Reports from the Summit Financial Times Indicators suggest that EU members were set to discuss the UK’s contribution to a “levelling up” fund in the region as part the reset deal. Any contribution would be tied to trade facilitation, such as reducing checks on plant and animal products and enabling cheaper trading of energy between the UK and EU.

EU officials have said that third-country countries who wish to access the EU’s internal market are required to pay financial contributions. Norway and Switzerland maintain close business ties with the EU, even though neither are members. According to an EU Diplomat: “Third-country countries that want to gain access to the EU’s internal market must pay.” “You can’t enjoy the benefits of EU membership if you aren’t a member.”

Implementation Status

The Talks Continue

The UK government confirmed that the discussions on the implementation of the reset package agreed in the May summit. A spokesperson for the Financial Times stated that: “We will only accept deals that are beneficial to the UK, and UK industry. We will not comment on the ongoing discussions.

The European Commission has stressed that the Reset Deal marks the beginning of “a new chapter” in UK/EU relations. Both sides of the Channel were meant to benefit from agreements that promoted cooperation and prosperity. The UK government and the EU have not confirmed any specific payments or obligations.
