The new digital snooping force will sniff out illegal Airbnb listings throughout Andalucia

THE days of rogue holiday landlords flying under the radar in Andalucia may be numbered as a new elite ‘digital snoop force’ begins operations.

Authorities have warned there is ‘nowhere left to hide’ as the Junta deploys a specialised police unit dubbed the ‘Titan Group’ charged specifically with hunting down illegal tourist lets.

Instead of just knocking on doors, Titan agents are now using advanced ‘web scraping’ AI software to crawl the internet remotely.

The unit actively scans social media platforms such as Instagram, Facebook, and TikTok along with property portals to identify holiday home ads that do not display a valid Tourist Registration Number (VFT).

When a property advertises online without a permit, disciplinary action can be taken without an inspection.

Cross-referencing data to the Hacienda tax authority is the ultimate digital trap.

The Junta has made clear that operating a tourist property without a valid VFT registration number constitutes a very serious infraction under regional tourism law that can face fines of up to  €600,000.

Officials claim that the new unit’s focus will be on identifying properties advertised without this number, and working with local councils in order to initiate sanctions.

In order to comply with existing rules, all properties advertised on Airbnb or other platforms for short-term use by tourists in Andalucia are required to display an active registration number.

With the help of new protocols for data sharing, this unit can now compare booking calendars advertised against actual electricity consumption records.

Inspectors will be alerted if a property is registered as non-tourist but has spikes in its energy consumption that are consistent with holidaymakers who frequently change.

The digital force is also specifically targeting the ‘seasonal rental’ loophole, used by many landlords to bypass strict new tourist laws by offering monthly contracts.

Agents are now demanding ‘proof of purpose’ for every seasonal let. 

If a landlord cannot produce a contract showing the tenant is there for a specific temporary reason — such as a work contract or study course — the authorities can legally reclassify the agreement as a long-term residential let.

The owner loses control of their property when the tenant is granted the right to remain for a maximum of five years.

The move is part of a major purge on the official tourism registry in the region, which has already resulted in 13,037 properties being removed. These figures were confirmed by the regional administration.

Almost 5,000 of these cancelled listings were located in Malaga, which highlights the severity of the crackdown at the Costa del Sol.
