ESTEPONA plans to upgrade its sports infrastructure with the construction of a new multisport complex.
There will be a heated indoor pool as well as many facilities for racket sports, community recreation and other activities.
The project now available for bids represents a significant investment in public-private partnerships on the Costa del Sol.

The planned development will be built on a 11,150 square-metre municipal plot in the Camino de las Mesas area – flanked by Paises Bajos, Francia, and Avenida Puerta del Mar – and will be granted to a private operator under a long-term concession of up to 50 years.
The complex’s heart will be a heated 25 x25 metre pool, designed to be used all year round. Space is also set aside for a children’s pool for swimming classes and recreational purposes.
As part of the design, there must be seating for at least 200 spectators.
The new centre will be dominated by racket sport.
The blueprint calls for at least six courts – four for padel and two for tennis – featuring professional-grade playing surfaces and transparent enclosures, all conforming to national sporting regulations.
The additional outdoor space will include petanque courts and can be adapted to other sports or fitness activities.

Optional features – though likely to score points in the bidding process – include classrooms, meeting spaces, a gym, retail areas for sports equipment, and a food and drink zone.
The site will have a minimum of 40 parking spots.
The project’s vision is centered on environmental and aesthetic aspects.
The ground must be landscaped using low-water use vegetation and large trees to provide natural shade. This will create an enjoyable and sustainable environment for the users.
The concession holder for a long term will be responsible to maintain all green areas and facilities.
The project guidelines state that the new complex should comply with national standards, including those for indoor swimming pools, set by the Spanish Higher Sports Council.
The bidders will also be expected to cover the costs of construction as well as ongoing operations.
After the 50-year period, the City Council takes back control of this complex. It is expected that it will be in good shape and free from any legal or financial obligations.
The minimum annual concession fee has been set at €22,440, subject to annual review, and the tender process will remain open until May 7.
Estepona City Council has indicated that several factors will influence the final award decision – including financial offers above the base rate, discounts for Estepona residents, enhanced sports facilities, free public access to two courts, improvements to landscaping and parking, and the integration of clean energy sources such as solar panels.
