OpenAI and UK Government reach agreement to boost public services

OpenAI, the UK Government, and the UK Government signed a partnership that aims to increase artificial intelligence adoption in all of Britain. The goal is to boost economic growth and improve services.

Through a new Memorandum of Understanding, the agreement, which was announced on July 22, 2025, formalises OpenAI’s collaboration with UK Department for Science, Innovation and Technology.

The deal is a win-win for the UK AI Opportunities Action PlanThe two countries have shared goals, including the creation of high-skilled employment and integration of AI in both the public and private sector. OpenAI reports that Britain is one of its top three global markets in terms of paid subscribers and API Developers.

OpenAI CEO Sam Altman stated that AI was a key technology for nation building. It will transform economies, and lead to growth. “Britain has a strong legacy of scientific leadership… Now, it’s time to deliver on the plan’s goals by turning ambition to action and delivering prosperity for all.” (OpenAI press release)

UK government to use AI in public services

Under the MOU, OpenAI and the UK Government will explore how advanced AI tools can be used in public services – from helping small businesses navigate GOV.UK to supporting civil servants with AI assistants like “Humphrey.”

OpenAI API is already used by the following tools:

  • AI chatbots for Small Business Advice via GOV.UK
  • Humphrey: a Whitehall assistant to cut down on civil service admin
  • It is possible to speed up the policy-making process by analyzing consultation responses in just minutes.

The UK’s Technology Secretary Peter Kyle stated that the collaboration would ensure Britain stays “front and center” in AI innovation.

“This partnership will be seen more often” [OpenAI’s] Kyle said that there was a lot of work being done in the UK to create high-paying jobs in tech, drive investment in infrastructure and, most importantly, give our country a voice in how this technology, which is changing the world, moves forward.

Focus on new investment, jobs and security

This partnership builds on the existing work of OpenAI and UK AI Safety Institute. The two will co-develop an information-sharing program to help the government better understand AI models and security research.

OpenAI has also announced plans to expand the London office. Its first international base opened in 2023, and employs more than 100 people in research, engineering and support for go-to market.

The deal’s broad goals include:

  • Strengthening UK’s sovereign AI infrastructure
  • Supporting small business and public sector workers
  • Deepening AI knowledge and safety within the government
