On February 4, arrests were made in Malaga, while an eviction order by a court was carried out on Thursday.
An investigation is underway into a seventh person, who is currently in prison.
The Policia Nacional have blocked 15 bank accounts and 16 properties valued at about €3.3 million linked to those involved.
The scam began with Middle East businessmen, and was later carried on by Spanish companies who took control of the hotel.
Documents from the bank revealed that the owner of the hotel never received any rental payments.
The investigation began in 2024, after an attorney acting on behalf the owners filed a complaint with the police.
Promociones Los Nadales had only agreed to a single contract, not any others, because it was alleged that different companies took over the management of this property without their permission.
Operation Target, launched by the police to investigate the incident, revealed that the operators of the hotel had submitted bogus documents to Benalmadena City Council for the purpose of ensuring the operation of the establishment.
The investigation continues as long as the operation is still active.
