Sexual abuse complaint against Estepona mayor is dismissed: Misuse of public funds case to go ahead next month

CSN News reports that the sexual abuse complaint against Estepona’s mayor has been dismissed. The case of misappropriation of public funds will be heard next month.


A JUDGE dismissed a complaint by a policeman of sexual harassment against the mayor of Estepona.

The complainant claimed that Jose Garcia Urbano had forced him to have sexual relations with him over a period of 18 months using a combination of threats and bribes.

The second accusation against Urbano, that he misappropriated public funds, will be brought to court in the next month. This is because he placed CPB, the wife of a policeman, into a town-hall role she never played.  

The policeman’s lawyer, Antonio Granados, is set to appeal the dismissal after submitting ‘victim statements, 400 pages of supporting documentation and graphic evidence of the forced sexual encounters.’

Granados told Olive Press that he was still in the middle of the appeal process.

“But I would like to emphasize above all that the facts are in support of what has been reported, and the person who is under investigation did not present any evidence to dispute it.”

“We also requested that violence against women be prohibited, as his relationship with the female witnesses was acknowledged, but this request was rejected by the court.”

El Diario reported that he said: “We respect the investigation judge’s decision but we do not agree with it.”

Urbano’s accusation that he had forced a policeman in Estepona into sexual encounters led to a second investigation when the policeman’s wife, initially a victim, claimed that she was granted a contract for a temporary position as an Estepona maintenance controller.

Blas Ruzafa, Estepona’s councillor who oversaw CPB’s role, will testify in the investigation as a sworn witness on February 20.

Ruzafa has submitted a report to the court in which he claimed CPB’s duties were to ‘gather information on the state of street cleaning, lighting, garden decoration and street furniture.’ 

However, CPB testified that she never set foot a day in the Estepona town hall but was paid around €5,200 for 48 days of work.

Urbano, who has denied the claims and called them politically-motivated smears, has been called twice to testify to the court as a suspect in the parallel cases.

Urbano posted a statement on his Facebook page this morning. “The court confirms I was the victim of false allegations for sexual harassment.”

The opening of oral proceedings has shown the falsity and contradictions in the story of the complainants, as well the total lack of basis for their complaint.

“Since acquiring the complaint from the media, I explained it as an unfair and inadmissible attempt to harm my dignity and my career and to undermine my personal integrity with one clear and false purpose: To try to remove from Estepona and the Town Hall my commitment.”
