Mijas Council has published a new ruling that updates regulations for donkey cabs, donkey carts and horse-drawn wagons. The guidelines were first published in August of 2024.
The rules, which were signed by the mayor of the city, focus on three areas that will improve public safety and animal welfare. The decree, which reinforces the municipal ordinance of 2011, allows for adjustments to routes, schedules, and other matters that are in the public’s interest. In order to protect drivers and animals during heat waves, all services will be suspended between 2pm and 6pm when AEMET issues yellow heat alerts and completely during orange and red alerts. This is in accordance with the Spanish Veterinary Council guide on equine care in public services.
Second, the article 15.5 of the ordinance addresses waste management. Operators must collect animal droppings at stops and along routes, with failure classified as a serious offence, carrying fines of between €750 and €1,500. The ruling recommends that animals be fitted with collection systems (such as donkey nappies) in order to keep the streets clean. It also prohibits the disposal of waste into organic bins for hygiene reasons.
Lastly, new regulations require that all ropes used for tethering animals in rest areas, at stops or on routes, must be 50 centimetres at least. This will ensure a minimum of comfort and freedom of movement.
The council informed donkey operators in advance. It demonstrates its commitment to animal welfare and operator safety.
